As the premier film festival in Madhya Pradesh, India, the Lake City International Film Festival (LCIFF) in Gualior aims to showcase MP as a leader in contemporary film production and aims to showcase the most fascinating and innovative content. The largest provincial capital is held in a spectacular city in central India (yes! Stankdirmain, India).
Festival Mission: To
break all stereotypes, LCIFF’s mission is to provide quality movies from all over the world, as well as to support the recognition and award of honors to independent filmmakers. These movies will be arranged by theme, hoping to represent the full range of human experience reflected by our selected filmmakers. LCIFF will also be an important showcase for independent short film producers, because the film festival has PSA film categories in addition to the competition. PSA movies should last 5 minutes around a theme and have a strong social message.
Although film festivals have become a regular event in most countries, most film festivals only serve a specific audience and also provide entertainment for commercially successful filmmakers and related people. However, the Lake City International Film Festival (LCIFF) intends to host a film festival that connects movie fans and movie audiences with the world, especially filmmakers and their partners, so that everyone can better understand the art of filmmaking.
The three-day film festival will bring people from different communities to the venue to enjoy English and native language movies from Germany, Italy, Britain, the United States, Russia, Bangladesh, Iran, Poland and other countries. Films in Hindi, Marathi, Bengali, Bhojpuri and other Indian languages will be screened, as well as films in South Indian languages such as Malayalam, Tamil, Telugu and Kannada.
In addition to the regular submission categories including feature films/short films/documentaries and music videos, our LCIFF has also created a special new category for the web series.

Serving as Madhya Pradesh's Premier Film Festival, the Lakecity International Film Festival (LCIFF) held in Gwalior was founded to showcase MP as a leader in contemporary film making, and aims to exhibit the most captivating and innovative content. The Biggest Event in city of Forts in the Heart of Incredible India (Yes! Hindustan ke Dil mein), the next three day LCIFF 2019 festival is slated to happen in July 2019.
Breaking all stereotypes, LCIFF's mission is to present quality films from around the world as well as support, recognize and honor indie film makers. These films will be organized thematically, in hopes of representing the full range of the human experience as reflected by our chosen filmmakers. LCIFF will also be a vital showcase for indie short film makers as the festival has a PSA Films Category in addition to its competitive sections. The PSA films should be of 5 minutes duration revolving around a theme and have a strong social message.
Though film festivals have became a regular affair in most countries yet most of them cater only to selected audience as well as entertain the commercially successful film makers and related personalities. However, LCIFF intends to organize a festival that connects the film fans & movies goers with the world, especially the serious filmmaker & their associates so as to bring about greater understanding of the art of film making.
The three day festival will see people of various communities thronging the venue to enjoy films from countries including Germany, Italy, UK, USA, Russia, Bangladesh, Iran, Poland in English and the country's own languages. Indian regional language films like Hindi, Marathi, Bengali, Bhojpuri, and in south Indian language including Malayalam, Tamil, Telegu and Kanada will be showcased.

1. DATE & PLACE
The Festival will be held in Gwalior in July 2019.
The programme of the Festival will be divided into the following categories:
a) World Premier / Asian Premier / Indian Premier
b) Feature Film - Released & Unreleased
c) Documentary / Short Fiction / Animation Film / Public Service Film
d) Classics / Homage / Retrospective
3. COMPETITION FEATURE FILMS: (Open to all Directors across the Globe)
Films entered in the Competition Section must fulfill the following conditions:
3.1 To be categorized as Feature films, the running length of the movie should be more than 70 mins.
3.2 They must have been made / released between 1st April 2015 and 15th April 2019. Eligibility period will be determined by the Censorship visa / certificate of the country where the film has been produced.
3.3 In the case of co-productions, at least one of the producers/production companies must have the right to sanction the participation of the film in competition in the Festival and authority to receive award, if any, is won.
4. COMPETITION SHORT FILMS/ DOCUMENTARY / ANIMATION FILMS
Films entered in the Competition Section must fulfill the following conditions:
4.1 To be categorized as Short Films/ Documentary / Animation Films, the running length of the movie should be not be more than 45mins.
4.2 For PSA films, the duration should not be more than 5 minutes.
4.3 They must have been made / released between 1st April 2015 and 15th April 2019.
5. PSA FILMS
PSA or Public Service Films are mainly done for a social cause as well as create a public awareness campaign to inform or educate the public on a multitude of issues - right from health and safety to AIDS to Cancer, from anti-smoking campaigns to energy saving issues or even on animal cruelty, protecting the environment, crime prevention and the like. To qualify for eligibility in the PSA Films category,
o Films must be original and in the public interest giving a message to the society.
o Films may be on any theme but should not be anti-government or on a controversial issues and should be non-religious with a running time of max 7 mins.
o Films can be Silent or in any language. Films that are not in Hindi / English should carry English subtitles and can be animated or general.
6. ENTERING FILMS IN THE FESTIVAL
6.1. Film Producers, Distributors their duly authorised representatives or duly authorised government organization / agency of the participating countries may enter their films for the Competition/World Premier in the enclosed Entry Form.
6.2 The film should be a Feature Film and should have been released after 1st April, 2014 or awaiting a release (Not necessary for unreleased film or those to be shown in the World / Asian / Indian Premiere sections
6.3. Films should be in 35mm/70mm/16 mm and/or Digital format with optical soundtrack
6.4 Films are now also accepted on a BluRay / DVD.
6.5 The Festival Director may also invite films it considers of interest.
6.6 The Form, duly filled in, separately for each film proposed to be entered should reach the Festival Director by May 18th, 2019.
7. NOTICE OF PARTICIPATION
Entrants should inform the Festival Director by May 18th, 2019 about their participation, including the titles of films and the names and addresses of the directors, producers, production companies and world sales companies against each film titles.
8. FILMS FOR SELECTION
Online transfer or DVD’s of films may be sent for purposes of selection so as to reach the Festival Director not later than May 31st, 2018.
9. FREIGHT AND OTHER CHARGES
The films can be sent on DVD’s or on a Pendrive for selection at senders cost.The Festival will not pay any charges including air-freight charges or any such charges for sending the film. The Festival won’t bear any freight or other charges for unsolicited films, Videos, DVD sent for screening in the Festival.
Subtitling is necessary and compulsory for films that are not in English language or in Hindi (Indian Language). Films will normally be screened in their original language/version. Films without subtitles, or with subtitles other than in English, shall not be screened in the Festival.
11.1 Entries under the World Premiere / Asian Premiere & Indian Premiere shall be of films certified by Information and Broadcasting Ministry or Central Board of Film Certification, India. The Festival Directors discretion in this respects whether to screen a film without the CBFC Certificate or not shall be final and binding.
11.2 No accepted film will be shown outside the Festival city by the Festival Director.
11.3 The Festival proposes to have a maximum of 3 screenings per film and shall not exceed these at any times.
12. EXCERPTS / PROMOS FOR TELEVISION / CHANNELS
For promotion of films entered in the Festival on television and satellite channels, producers/ authorised entrants are requested to supply four excerpts of the film(s) entered, each of a maximum duration of three minutes, to the Festival Director. These should be supplied preferably on DVC Pro format or Beta (PAL system) format.
13.1 Films not presenting sufficient technical qualities for good public screening can be refused after checking of the DVDs / Prints by the Print Checking Unit of the Festival Director.
13.2 The participants must ensure that they have the right to participate in the Lake City International Film Festival, Mumbai, India with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.
13.3 Participation in the Festival implies acceptance of these and all Regulations as specified.
13.4 The Festival Director will decide all matters not expressly provided for in these regulations but in conformity with the provisions of the International Regulations for film festivals and its decisions shall be final and binding on all parties.
IMPORTANT NOTE FOR SUBMISSION & PARTICIPATION:
A) The festival will not interact with anyone except the submitter and/ or the producer of the film. If any person - be it the actor, writer, director or any from the production crew tries to forcibly extract information about the status of the film from the festival authorities, the festival will have absolute rights to DISQUALIFY THE FILM from competition and/ or screening which you may kindly note. At the same time, the festival may take the decision to ban the production house completely from sending entries to the next editions of the festival.
B) Participants can send as many entries as he/she likes. However, please submit a separate submission form for each film. Entry form, DVD, Synopsis, Posters, Publicity stills and other material should reach Festival office on or before May 18th, 2019.
C) Entry form should be completely filled in with all the applicable information. For added publicity and to promote your films on the web, with media and in the Festival program, you can send a press-kit of the film which includes film stills and director’s photograph on a separate CD / DVD as well as its hard copy.
D) To be considered for selection in the Opening Film category, the films should not have been presented in any Indian Festival or released on video / or telecast on any channels or on the internet. Preference will be given to world premieres for films of high quality value and that carries a good social message.
E) Selection of Films for the LCIFF will be announced on or after June 29th, 2019. However, the Festival Director and / or the Festival Committee reserves the right to accept or refuse any film without assigning any reason whatsoever or which are not in conformity with the aims of the Festival.
F) Entries will be subject to preview by a committee constituted by this Festival Director. A film which is not accepted for the Competition Section can be shown in the World Premier and / or Non Competition Section at the discretion of the Festival Director.
H) The competition will be held subject to the acceptance of a minimum of three eligible films from different Continent. If any category does not receive a minimum of Three Films, it will not be considered for evaluation of Awards. However, the maker of such a categorized film will be honored with a Special Stand Alone Certificate.
I) No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury. The decisions of the jury will be taken by a simple majority of the members present and voting. The jury can evolve its own rules for assessment of the entries. The Director of the Festival, the Festival Programmer and the Chairperson of the jury can attend the deliberations of the jury but shall neither participate nor vote.
THE FESTIVAL WILL NOT ARRANGE FOR TRAVEL / ACCOMMODATION OR WILL REIMBURSE TRAVEL / STAY EXPENSES OF THE PARTICIPANTS ATTENDING THE FESTIVAL UNDER ANY CIRCUMSTANCES.
Films once entered to the festival cannot be withdrawn from participation at LCIFF under any circumstances. Also, DVDs and other materials submitted will not be returned and will be retained as part of Festival library
Festival archive and other uses
o All selected films will be kept at the LCIFF Library as part of the Festival archive.
o To promote the Festival, the films and cinema, the Festival is authorized, once it will be over, to screen Lake City International Film Festival packages in other festivals, film clubs, universities, etc.
Entry and participation of films at Lake City International Film Festival imply unconditional acceptance of the rules. In unspecified cases, the Festival will make a final decision.

The LCIFF 2019 Festival authorities will send the applicant online receipt / acknowledgement for the official entry of the film for festival.
NOTE: Festival Director, Programmer, Selection Panel and Jury shall determine selections and / or Award Winners at their sole discretion. LCIFF authorities at any time would not entertain any request pertaining to selection films and / or awards. Decision of the LCIFF festival authorities regarding all matters not expressly provided for in these rules and regulations or which require interpretation of the clauses mentioned above shall be final and binding to all parties.
